Come across the creek from Bayview Park and walk 20 yards along a paved pathway (slightly uphill), and voila! The best views in town await you. A small gravel area for parking is also available for those who might be coming by car. And then what? Well, sit back and enjoy the show.

Secrets You Should Know About Ship Creek Salmon Viewing :

1. Shellfish.

This area used to be a major shellfish area, but the commercial fishery has been closed since the early 1960s. Shellfish were also a major food source for Native Alaskans. Because of this, preservation and restoration efforts have been made to this stunning site. That said, please be respectful of the shellfish in Ship Creek and not disturb them in any way! 

2. Trash Disposal.

There is a garbage can under one of the picnic tables on site (which is the only trash bin onsite). Don’t take any garbage from this area and bag your trash if you bring it back here with you. A special note about smoking: The City of Anchorage does not permit smoking in any public areas and this is one of them. In addition, there are no garbage cans at the parking lot – please bring your garbage back with you.

3. Pets.

Dogs on a leash are allowed on the site so long as they are under voice command when in the water. However, if you happen to have a pet that cannot be controlled or is aggressive towards people, please call ahead (907-364-7331). This area is also accessible by wheelchair.

4. Alcohol and Drugs.

Alcohol, illegal substances, and pets are prohibited on the site as per its policy. Smoking of any kind or use of illegal drugs are also prohibited – so please hit the road if you have these on you.

5. Location and Parking/Restrooms.

The Ship Creek Salmon Viewing Platform is located at 2770 Gambell St in Anchorage, Alaska (right off 15th Avenue). Best way to get here is to take the Ship Creek Bike Trail from downtown (which will take you in the back way). There is a parking lot at the site, but there are no public bathrooms at this location. The best nearby public facilities are found at  Mission Ridge Park  (to the east) and  Bayview Park  (to the west), both of which have restrooms and water fountains.

6. Accessibility.

The pathway to the viewing platform is paved and wide, making it easy for wheelchair access. There are several picnic tables available and seating is available on the grass alongside the creek itself. There is no fixed seating on the viewing platform itself.

7. Power/Lighting.

The pathway to the viewing platform has overhead lighting installed and it is generally very well-lit, making it easy to walk through at night. There is also a small light at one end of the viewing platform’s observation area (which can be easily seen above the water). If you want to see the fish and salmon better, we recommend bringing a flashlight or headlamp or maybe even a laser light! You’ll definitely want to bring a blanket and/or some chairs or other objects you can use to prop yourself up if necessary.

8. Wildlife!

Wildlife (including bears, moose, otters, and beavers) are often seen in this area – so keep your eyes open! In addition to that, Under the viewing platform itself is one of the major routes salmon use to swim upstream. There are large rocks in the creek that are used by salmon as resting sites throughout their journey.

9. Weather and Water Conditions.

As mentioned above, water temperature at this location varies but the general rule of thumb is that the water is cold enough to keep the salmon going! In addition, the current in Ship Creek is fast, making it difficult for young salmon to make their way upstream. Temperatures reach as high as 100 degrees Fahrenheit due to this. During the hottest time of day, this is a great spot to take a dip – but please be aware of water temperature and pollution levels.

10. Safety and Advice.

This site is not a lifeguard area, but there are volunteer “lifeguards” on staff during salmon season who monitor the creek and make sure that visitors stay safe as well as informed about activity in the area. If you have any questions or concerns about safety or proper etiquette for fishing, please ask these volunteers! We recommend wearing close-toed shoes if you come here during the salmon run!

2.  There are two main types of disability benefits: insurance-based benefits and cash-based benefits. Insurance-based benefits are those that are provided by Social Security – they pay money to disabled individuals based on their salaries and whether they meet specific criteria (e.g. they cannot perform a certain job anymore, they are sick more often than others). These benefits also have minimum insurance levels – the amount of money that must be paid out.

3. The other main type of disability benefit is cash-based benefits – these provide people with money every month. The federal government pays for these benefits through taxation and general revenue; some states also offer them. However, in recent decades, the trend has been for states and cities to reduce or eliminate these services; citizens must instead rely on private charity or public assistance programs.

The CBO estimates that Social Security benefits lift 26 million people out of poverty – a significant number but still less than one in three Americans who live in poverty. Moreover, the CBO notes that 15 million people (or one in five of those who are poor and get Social Security) would have no income at all without Social Security.

9.   The Medicaid program provides health insurance for low-income people who cannot afford to pay for health services and supplies. This includes services for people with disabilities, elderly individuals 65 years and older, children, pregnant women, etc. Additionally, Medicaid also reimburses medical expenses for some people with disabilities who are unable to work and have incomes below $85 a month (but above the general poverty line), as well as providing limited coverage for some disabled children whose families’ incomes are between 100% and 200% of the federal poverty line.

1. PURPOSE:

To review the current work incentives in the Social Security Disability Insurance benefit formula and to discuss alternative ways to improve the incentives and minimize any adverse impact on those SSDI beneficiaries who are working.

2. BACKGROUND:

The primary purpose of the SSDI program is to provide income support to disabled individuals while they are recuperating from their disability. The program is financed through a payroll tax dedicated exclusively to that purpose, and is administered by the Social Security Administration (SSA). When an individual becomes disabled and no longer able to work, he files for benefits with SSA. A determination of disability is made on a case-by-case basis, with each person’s condition being judged independently from those of other applicants. As a general rule, an individual is considered disabled if they have a physical or mental impairment that prevents them from engaging in any “substantial gainful activity” (SGA) and their impairment has lasted or can be expected to last for at least 12 months.

One of the key work incentives built into the SSDI program is the ability of individuals to earn unlimited amounts of “substantial gainful activity” (SGA) without losing their Social Security Disability Insurance benefits. In 2014, individuals between the ages of 17 and 64 are presumed to be engaging in SGA if they earn more than $1,090 per month. Once they earn that amount they become ineligible for SSDI benefits. However, there is no limit on the number of hours an individual may work each week or year as a condition for continuing to receive SSDI benefits.

The formula used to determine SSDI payments provides incentives for beneficiaries to continue working and rewards those who are successful in their efforts. The formula considers an individual’s pre-disability earnings, the severity of their disability, age at implementation and ability to perform past work. The formula also includes a work incentive that reduces the amount of benefits payable by the amount of earnings. The current work incentives are intended to encourage beneficiaries who are able to return to work to do so without risking their SSDI benefits. The incentives are also intended to discourage individuals from taking jobs they are not capable of performing, because that could lead to an increase in disability status from “disabled” to “blind”.

3. STATUS OF THE ISSUE:

The work incentives in the Social Security Disability Insurance are relatively recent and have been developed over many years. They were first implemented in 1975 and have undergone several revisions. The current system was enacted by the Social Security Amendments of 1993, and is the result of nearly a decade of debate over how to improve incentives for beneficiaries to return to work.

Many individuals who are disabled do not achieve their goal of returning to work as quickly as they would like. A total of 9 million Americans received SSDI benefits in 2012, showing that there is a significant group of beneficiaries who work at little or no pay despite having some capacity for work. Because SSDI payments are not dependent on earnings, many beneficiaries in this group quit their jobs or refuse to accept lower-paying positions. Some individuals exhaust all of their Social Security Disability Insurance benefits before they are able to return to work, resulting in significant financial losses while they remain unable to earn any income.

Beneficiaries who continue to work in a low-paying job while receiving SSDI benefits could be making an inefficient use of government resources and causing the program to lose money. Currently there are more than nine million Americans receiving Social Security Disability Insurance benefits and more than half of these individuals are working at little or no pay.

4. LEGISLATIVE/REGULATORY AMENDMENTS:

Any SSDI beneficiary who is able to return to work at a substantial gainful activity level, including working full-time, and yet refuses to do so is potentially subjecting themselves to a total loss of income. Since most beneficiaries would prefer to maintain the maximum level of income that they can earn, it follows that the current system of disincentives has not been very successful in inducing beneficiaries to return to work. It would be more profitable for the disability insurance program if beneficiaries remained on it if they were capable of remaining employed in a paid occupation.

5. SUMMARY:

The current system of disincentives for beneficiaries who choose to work is not only inefficient, but it can also actually be detrimental to the disability insurance program. The pre-1993 SSDI program did not include any work incentives, and in the few years after the adoption of that program, a significant number of disabled people abandoned their claims. A number of additional benefits were added to the program in December 1992 to reduce that risk. While these benefits reduced the risk associated with work, they were insufficient to prevent beneficiaries from receiving a high percentage of their weekly pay in Social Security Disability Insurance payments. Since that time further changes have been made to enhance the incentives for individuals to return to work beyond normal retirement age.
